The SFO Airport site lists ATMs in the International Terminal A including a BofA one. It does not itemize the service offered, however, here is a picture of it. It does look like a full service ATM.
I can only guess, but my guess is that there is no legal or regulatory reason for there to be a difference between landside and airside ATMs in the USA. The difference is only a matter of air travel security -- nothing like a border crossing.

I don't think I've ever seen a pre-immigration ATM in the USA, or any other country.
