It will apply to any foreign nationals (other than GC, family, some other exclusions) that were in the UK, Ireland in the las5 14 days.
UK nationals were already banned if they had spent time in the Schengen area. In the other hand, a Brit in Canada (for example) will still be able to come to the US if they weren’t back home during the last 14 days.
