The USA cannot implement the measures China has adopted. Even if the Gov't were willing, I doubt the American people would have the intestinal fortitude to withstand it. If there is a saving grace or silver lining, it's that the initial outbreak was in the PRC. I can't think of any other nation who could have brought to bear the resources they were able to and contain this outbreak so effectively.
Their challenge now is the risk of reinfection from, ironically, us Americans. As I mentioned above, just wait when the shoes on the other foot.
PS - And, from personal experience, when it comes to border control, the PRC "don't play," to use an American expression.
