Just to bring this to a conclusion:

After receiving the letter from Avis four weeks ago, I hadn't heard from the German authorities. As I didn't want any problems over unpaid fines, I decided to ring them. They told me as it was just a €10 fine and the postage would have been almost as much (really?), they closed the case. Very happy about this outcome.
