Express lanes are not free. And I've seen somewhere on I-95 it said "no toll with HOV plus" or something to that effect. Kindly explain what $7.49 achieves and what $16.49 achieves
It's not that hard. The $16.49 one has the Flex HOV transponder switch so you can use the 95/395/495 express lanes toll-free with 3+ people in the car, and I-66 during rush hour with 2+ people in the car. The $7.49 one does not have the switch.
