Because the exit door itself extends into your leg space, so it's not an "unlimited leg space" seat like the other two.

I'm a bit confused by your fixation with the "window". It's not because there's no window that the "window" seat is not charged - it's because there's less leg room as the exit door juts out, and see how even the wall of the plane curves out in front of the seat. Together with the lack of storage space, the narrower seat (tray table and screen tucked into it), this would be the last seat I would ever select...
