It's simply poor IT and over-staffing. It goes without saying that with even 20-year old IT, cancelling a ticket for a full refund ought to be handled by a front line agent, but that isn't the case here.

This will all straighten out in time. But, from your perspective, it's irrelevant. You have cancelled and have your miles back. You are done. Any further steps are between the carriers, not you.
