This policy is bizarre strictly for the fact that you don't actually need a license to apply for GE. People without them, people under the age of 16...Even people with State IDs (I emailed TTP months ago telling them they should change their wording on the website from Driver's License to Driver's License or State ID, but just got a generic response).
