Good news, after 60 minutes I was connected to Air China's China hotline and got good agent...
Bad news, all Vietnam-China flights are cancelled at least until march, and no, we cannot rebook you to another partner airline, because it is against policy.
Basically I get a partial refund and I am on my own....
