Yes, they recline. The seats aft of the exit generally recline, as it does not inhibit the use of the exit door.

Fun fact (though not to confuse my point), AA’s A321neo does actually have two pairs of physical Over Wing Emergency Exit Doors (a feature of Airbus Cabin Flex, or ACF). However, as the AA configuration is not dense enough to require its use, it is semi-permanently blocked. It could be used in the future, but would require a cabin refit. It’s not obvious from the inside, but if you look closely at the window for row 18, you will see it has a slightly smaller shape.
