Still waiting. Two weeks ago I called both border patrol agencies.
The Canadian CBP was polite and direct; he definitely sounded frustrated and said something along the lines of "the Americans' story keeps changing. I don't believe a word they're saying." He checked my application and said that the Canadians cleared me in November, which explains why the border agents are so much nicer to me when I cross into Canada.
I called the US CBP and the person could not have been more of a <redacted>. He loudly and tersely told me that due to the shutdown (which was now 13 months ago), they had a huge backlog. I asked him if he could give me a timeline and he tersely said "no." He told me that if I applied in September, I had 4-6 more months of waiting. I think it has less to do with the shutdown and more to do with the fact that most of CBP's funds are going towards <redacted> the Southern border. This is a fee-for-service program, and I wish that <redacted> would treat it that way.
FYI, minor corrections to your post. Canada doesn't have CBP it has CBSA.
CBSA = Canada Border Services Agency
CBP = Customs and Border Patrol
