May seem like an obvious question, but can you open the window and go out onto the balcony in BOTH hotels?
In some hotels there is a balcony but the door does not open at all. I had this situation in the Sheration Osaka Japan on a high floor. Also, some hotels require the guest to sign a disclaimer form before allowing the window or balcony to be opened.

Just specify in your post what your knowledge of the situation at the hotel. If you are aware of a hotel wth different window and balcony set-ups, mention that in your post and the wiki will include a summary of your observations for that property.
