I've found almost everywhere I travel (internationally) that transfer screening is the norm. Though there are some reports of limited places where this is going away but with very specific conditions. For example it's been reported in this thread that you no longer have to go through transfer security at NRT if coming from a US flight and transferring to another international flight -- which makes sense since you know for certain where those planes came from and that all passengers went through screening in the US:
