That's entirely incorrect. For EVA it only applies if the ticket originates from the US (e.g. ticketed by their US office). A flight arriving in the US does not have DOT 24 hours.
However the change fee in Taiwan is very minimal anyways.
But a VIE to TPE ticket uses rules from EU which have no cancellation protection and high change fees.
