Not in my opinion. Mexican land ownership is convoluted, corruption can have an effect.

E.g. My (knowledgeable Mexican) brother in law purchased a piece of property with an eye toward developing it. The land had belonged to one of the largest newspapers, the Board of Directors declared it surplus and directed it be sold. The process to transfer and develop the land was initiated.

But others wanted that land, and illegally settled a colony of “paracaidistas” (“parachutists”) on the land. At one point my bil went to visit the property to see what was going on, and he was met by an armed posse threatening violence and warning him off. The police, etc. declined to become involved.

In the denouement, two newspaper Board members were accused of shenanigans (scapegoats) and dismissed (no actual legal claims were made or filed), the folks who planted the illegal colony prevailed and kept the land. My brother in law was out of a lot of money, including development of plans, government petitions, lawyers, etc.

This was in Mexico City, not in the astoundingly corrupt state of Guerrero, which is largely controlled by gangs / cartels with influence in Chilpancingo, the capital, and of course in Acapulco as the major source of wealth in the state.

Go, enjoy, vacation. Don’t even consider in entertaining investment and development in Guerrero.
