Why would anyone expect discounts on dining for elite level? That has never has been a posted benefit for Hilton Honors or Conrad Rangali outside of free breakfast.
There is 20% off lunch at both Mandhoo and Ufaa for all Hhonors members. Been like that for years. It's in the wiki.
