This is kinda what I was referring to. Like some people wanna fly to LHR, but some people wanna fly to LCY. EWR/JFK/LGA etc. Personally as a tourist (not traveling for business and I live in YVR) I almost never care what airport I fly into. I'm more price concious then I look at the ground transportation options if I'm unsure about them before buying the ticket. Like I don't wanna do a ground transfer from some of these Ryanair airports. I did a ground transfer from LCY to LGW once, that was enough lol. My buddy lives in Shinjuku, HND is easier and more convenient, but I took the train from NRT once and I didn't really have any extra issues, just took a bit longer and cost a bit more.

I agree, for now...but this could change with some shuffling of services no? I dunno what the plans are locally in Tokyo to make those changes.
Personally I like HND because I find it to be pretty quick. That's also just Japan though, everything feels pretty efficient. When I went through NRT I found security to be a bit slower and the customs hall was literally a construction zone which wasn't particularily nice to walk through.
