1) If you are flying on SQ metal - call their hotline to request for your BTC.
2) Only after everyone else has selected their meal. Better is subjective. Is the meal itself better? Not necessarily. But for travellers who take a certain route often or fly too regularly, being able to choose from an extended menu is great. Now that they provide the inflight menu for your flight as well, I've used BTC less as that was more to ensure I get a certain type of meal (I'm more particular on the ULHs than the shorter regionals). Now if I see something on the inflight menu I'm happy to try, then I'll skip BTC since the BTC menu doesn't change much in a year and I fly certain destinations regularly in the year. There are some stations where I wouldn't bother trying because regular catering is already rather meh, BTC isn't going to be much better.
