Yes, you really have to push - and it has to be with the DELTA representative. The Amex people are worthless for booking it. When I threatened to cancel my card as a result, they didn't offer any compensation. Totally useless people.
Make sure you have the terms of use from the AMEX website and keep escalating until you get a supervisor who is authorized to give a voucher that large (the front-line and Platinum desk agents are NOT able to, you need a level 2 supervisor). If they push back, tell them the exact website page link to the AMEX website. If you're that's specific, they should back down.
