To be fair, I'd expect significant teething issues at any property for at least the first 3 months after opening, and would generally avoid staying during the first 6 or even 12 months, esp. for luxury.
I opened many properties during my time working in the hospitality industry, and it's not fun even when fully staffed (which PH Kyoto does not appear to be).
