70 rooms will not go too far to alleviate the severe shortage of hotels in Kyoto.
This is sure to be a Cat 7, and can't imagine that the lowest rate during the most off-peak periods will be lower than equiv. US$500, probably mostly $700 and up. Even the small rooms at HR Kyoto are higher than $550 including T&S at peak periods, and there are a lot of peak periods in Kyoto.
Maybe offer some competition to the 4S and the RC, both of which are in walking distance, 30 min to the RC and just 15 minutes from the 4S, and 20 min from the HR.
Limiting it to 2 stories is not surprising for this area; in addition to parking and event space, wonder what else they'll put on the 4 levels below ground.

Wow the location will be the best of comparable hotels in Kyoto. Short walks to Kodai-ji Kiyomizu-dera, Yasaka-jinja etc. Better than FS and RC, as well as HR. Hope traffic will not increase by much on that larger street outside Kodaiji and Ryozen, but with 70 rooms hopefully not.

I searched online and on FlyerTalk but beyond "2019" there is no information on expected opening date. Does anybody know whether the hotel is expected to be open by April 2019? Thank you!

I would guess they are more concerned about hitting 2020 than 2019.
Any kind of new development in Kyoto would first have to go through an archaeological exam. If they find something noteworthy, that would extend the research indefinitely.
