What FB charges is irrelevant, as you'll be using DL miles. PE->J is generally one of the better uses of miles in the DL program. Y->J isn't possible for AF flights using DL miles. You can only upgrade to next cabin for AF operated, which for AF is PE.
Odd observation... the flights on Delta.com are showing all economy for ~$700 or PE for $1600 (C+ on the SFOLAX segment). But then Air France only shows PE, no Y at all, with a price of $870. Also showing the "Promotional Fare" banner. So we'd book on Air France, but obviously credit to Delta.
