No airline upgrades people on international long haul. (Except by paying for it either in $ or miles) You might get the occasional OPUP when cabin is overbooked but those will generally goto FB top level and DL DL Diamond level elites before anyone else.

What FB charges is irrelevant, as you'll be using DL miles. PE->J is generally one of the better uses of miles in the DL program. Y->J isn't possible for AF flights using DL miles. You can only upgrade to next cabin for AF operated, which for AF is PE.
