I recommend Ensenada. I drive down to Ensenada from San Diego 2-3 weekends/month, and it's both safe and full of fantastic restaurants and great wine.
We walked across the border and took a bus to Ensenada. Stayed at an AirBnb in a local neighborhood and ate in a bunch of good local restaurants. Rented a car for a day and visited La Bufadora and Puerto Nuevo. The clams augratin at La Bufadora was one the best snacks I've ever eaten and the lobster dinner in P.N. was mouth watering. Uber rides were quick and cheap to just about anywhere in the city. Never once felt unsafe.
