My experience has been poor on this so far. I'm on a YVR-YYZ flight tomorrow and my check-in window is open. I was waitlisted for PE and I'm still waitlisted (haven't checked in yet).

I called the concierge about this and after a LOOONG time waiting on hold for them to discuss with their technical desk, here is what I was told (paraphrasing):
- Sorry, but while there are 7 seats available in PE, your upgrade will not clear. If it has not cleared 36 hours prior to the flight, IT WILL NOT CLEAR. This is our system limitation at the moment and we cannot confirm your upgrade within 36 hours of the flight. Very sorry.

So they were apologetic, but their hands are tied.
