The $100 hotel penalty is a carryover from MR when an elite guest got a real choice of several welcome gifts that often included beer, wine, fruit, cheese plates etc. I'm surprised they didn't get rid of it when bonvOY came along. There's not much you can do when they claim they gave you points. And if the points never posted, well, the time to collect the guarantee has long passed.
I still remember going W.T.F.? when I selected the "fruit platter" from the DTW Airport Marriott and room service arrived with a tiny fruit yogurt container.
