It means you have to book the lowest rate at Hilton.com for that room type with the same booking conditions.

So Deluxe prepaid must match with the lowest Hilton.com Deluxe prepaid.
Deluxe 3-day cxl must match with the lowest Hilton.com Deluxe 3-day cxl.

Practically, this means matching to the Hhonors rates, which are usually discounted a few dollars.
