Can you please explain the term ‘re-apply’ for R? How do we do it? Just simply cancel thorugh eupgrade site and re-request it again? If R>0, by doing that, it will dibs the available R?

Yes, when R is positive, then whoever has dibs on R gets those dibs on R. If R goes positive (from R0) before date of departure, it does not necessarily mean that those on the waitlist will automatically get that R based on cow's priority - they have to re-apply for that R. So cow's answers are correct based on what you specifically asked.
