That is what I thought, but no. They said pretty clearly own the email traffic there is a fee just for the time to produce a quote. I expressed my surprise and disappointment....

The email texts are here (2 different staff):

Our ticket office would be able to quote for you however we do need to let you know there is a fee of NZD65 per quote/or per reservation. You may prefer to approach your local travel agent for the quote and they will be able to see the availability and reserve the upgrade in J class once the Q class ticket has been issued, and they will know to liaise with us.

Please do let us know if you wish our ticket office to go ahead with the initial quote.

Dear Mr Thai-Kiwi,

XXX has advised you, we do recommend that you book your economy class ticket with your preferred travel agent, as they can also change the booking to J/class, subject to availability, once the economy class ticket has been issued (minimum of Q/class, as you know).
Unfortunately we now have to charge a service fee of USD 40.00 pp if you choose to book directly with us, so that will make our fares more expensive than booking through your travel agent, I’m sorry.

There are also many advantages of booking through your travel agent, as they can offer you many additional services, such as travel insurance, accommodation, visa advice etc, where we as an airline cannot offer this range of service to you, in addition to often being able to discount our fares slightly.

However, if you accept paying our service fee, then we will be happy to provide a fare quote – please kindly advise if you would to proceed on this basis.

Mr Thai-Kiwi, I do understand your views on the many recent changes to our ROP programme – as you can appreciate, all these decisions are made by our Bangkok Head Office, and it is always good for them to receive feedback (both positive and negative) on these changes, so thank you for doing so.
