For what it is worth, this can be as simple as having a name and associated information which is fairly close to a "bad guy".
Again, this assumes we are talking about a U.S. passport. I agree that this is most likely, if only because FTers from other countries are more likely to say which passport they're talking about, but it would be nice if the OP would come back and confirm that (and perhaps add a home location to his/her profile).
