Yes, it should be in addition to it. As long it's not an overlapping benefit. For example, if Diamond has an upgrade at booking perk, it does not then mean you get 2 category upgrade with the Luxe Circle upgrade at booking. But if it's a perk that Luxe Circle doesn't already have (in your case, the Horizon Cub access), then you should receive in addition to it.

For transparency, I've only been informed by one property on this when I was booking for a Diamond client. So I'd assume it's applicable across the chain but who knows. Make sense for them to stack, though.
