At the SL Sydney, does this mean that there are no upgrades within the suite categories? If I have a Luxury Circle booking in a Tower Suite, should I be expecting an upgrade to a higher category of suite?

If there is no upgrade-at-booking listed for suite categories, then no you won't have a guaranteed upgrade within suite categories.

It still is possible that you could be upgraded, if available, at check-in ... but this Shangri-La is not guaranteeing Suite upgrades. Probably likely because there are far fewer suites than rooms, and upgrades are purely a numbers game.

In case anyone is interested:
Room upgrade next category applicable up to Family Garden room only at time of booking subject to availability.

So:
  • Superior Hill View Room, Changing to Deluxe Sea View Room
  • Deluxe Sea View Room, Changing to Panoramic Sea View Room
  • Panoramic Sea View Room, Changing to Deluxe Pool View Room
  • Deluxe Pool View Room, Changing to Family Garden room
