BI flies out of Terminal 1. City of Dreams is near the NAIA Expressway, so you should be fine getting there two hours before, especially with no bags. 9:30 pm isn't too busy.
The PP lounge at Terminal 1 is the PAGSS Lounge, which is also the BI lounge if you're flying with them in business class. The PAGSS Lounge was recently renovated, and when I passed by the last time I was in MNL (in March) it looked nice, but I didn't get to go inside. I'm doing that next week though when I fly MU ex-MNL, since MU uses the main PAGSS Lounge as well. (I flew KE in March, and they have their own PAGSS-operated lounge.)
Thanks very much. I already checked in for my Royal Brunei flight, but it said boarding passes couldn’t be printed (not sure why), so I’ll need to visit the check-in counter despite no bags to check.
