Perhaps. But you never know whether those terms will be the same in 24 months. Look at Citi: Several months ago, all of their AA cards said "24 months since open or close", and now they all say "48 months since last signup bonus earned" with no mention of open or close timing. (OTOH: Several months ago, all of the personal cards said "since ... of any AA card", and now they only say "since ... of this particular card". Not that this latter point has any analogy here, because BofA doesn't have multiple types of personal Alaska cards that you can apply for.)
What matters, of course, is the terms that exist at the time you want to apply again, not the terms that existed at the time you had the previous card.
In any case, I have no idea whether BofA cares about cancelling that early. I wouldn't
assume they don't care, but then I'm a risk-averse person, and based on your recent posts you don't seem to be one.
