Just a quick update for anyone that may have similar situation in future. Yes, no problem using my Milestone Category 1-4 award for my mom's cousin who will be in Berlin with us for 1 night during our 5 night stay. My concierge re-booked under her name and sent me confirmation and "Guest of Honor" is notated on that confirmation as well, so she should receive all benefits. Free Breakfast, Lounge Access, 4pm Check-out, Upgrade if available, etc.
