Sometimes there can be point of sale differences in fares too, but I don't see it in this example. Of course one can argue about what exchange rate should be used for the conversion, but most people would probably think that the interbank rate (that a credit card would use to convert currency) is reasonable rather than a buy or sell rate offered for currency, for example at an airport exchange booth or a major bank.
