Probably, if these flights are on the same ticket.
UA could pull, out of our control excuse, but has not in the past.

Better to schedule travel via a different airport.

And yes this has been happening on-off for the past couple of years.

This was announced by the SFO Airport in mid-August (although this has been under discussion for some time, exact dates unknown until mid-August. UA posted the waiver about a week later -- about 2 weeks ago and has been showing up on the itin page for some time.
