I have heard several times the cabin announcement that apologises that “wifi and internet is not working on this flight today”. Whether this means (1) it is on the plane but not functional or (2) it’s not equipped at all is unknown. Perhaps OP should have low expectations and ready for “surprise and delight”.
On a recent MEL - SYD flight WiFi enabled flight, I couldn't get it to work. Then, during the start of landing, we hear from the Captain pretty much verbatim what you quoted above. Initially, it sounded as if our WiFi issues were an aberration, but perhaps, not. LOL
