Yes, of course yogurt can spoil.

At home, certainly people keep things past their expiration dates and they may be fine for a little while longer. But that's at home.

In a restaurant, on a flight, at a food kiosk - anywhere that food is being served/sold from a provider to a consumer, it is not acceptable to serve anything after it's marked expiration date. The only exception I can think of would be charity food pantries/kitchens distributing just-expired or slightly-bruised food for free to disadvantaged people, and even those places have very strict rules around what that can and cannot serve.
