While Pattaya has a bad reputation, it's certainly improved over the last few years. Of course there is a red light district, but this is Thailand and it's a tourist town, so that's to be expected.As long as you're going in eyes open it's all good. I have heard many good things about it from friends who went with families.

With regards to Bangkok, the Grand Centre Point is not a good deal. You can find better prices from other serviced apartments and not as busy.
