Other than GA's making stuff up there's no arbitrary limit to the amount of pax that can be on any given upgrade list. With 24 seats open I assume you're talking about a long haul and/or widebody route, in which case it's completely normal to see a wide open business cabin but AA still not releasing any space at 10 days out. Just give it time, the space will open up around 24-36 hrs before.
