If you want airconed space, then go to indoor food courts, any Food Republic and/or any food court inside malls will do.
However I'm not that sure about quality. Last time (and really will be last time) I went at Plaza Singapora food court, I discovered bugs on my plate of steamed vegetables. Not saying that it won't happen at outdoor hawker center, but indoor food court does not guarantee anything.
