I don't know about you but I gave up on "service" and related context in Europe, especially during summer time, a long time ago. France is a perfect example.
Just look at the price increase in general during the past 10 years. I am from Europe but make sure to avoid Europe in summer time.

And it all comes down to the vendor of course. Just FYI: Aman Sveti Stefan has a dress code, even for lunch. The high end venues in France (and others) lost their pride a long time ago.
