You're focusing on the device on which you are taking the surveys. I really don't think it's all that complicated. It's not anything on your device that cuts off the surveys
It's pretty obvious that they do both. I've accidentally clicked on links when overseas and then had the site refuse to let me do any other surveys until I cleared their cookies, so that clearly do set cookies on your device that affect future surveys.
