As long as there are young families who are strapped for cash, (hint: there will always be) and for whom it is worth taking the risk to save $200 or more for a family of four, this is going to keep being a problem. It's a totally predictable problem that Delta and other carriers created when they turned their cheapest fares into BE fares.
Again, you can argue all you want about what's right, but this will simply continue to happen unless DL were to do either:
a) forbid these fares from going to minors
b) allow complimentary seat selection on BE fares
That's all fine and good in theory. However, when you are a GA looking at a parent and a 5 year old, you just have to do something to fix it. It just won't work to have a 5 year old seated alone. Won't work for the kid, the parent or other pax. End of story. Also, DL can move anyone it wants to, and if it's a downgrade they will be compensated.
I've had enough pushback moving someone when it was legally required. DL doesn't move passengers simply cause passenger wants.
