No refunds, of course. But since it's not uncommon for a Cat 3 hotel to be $200+ per night at peak times, using a TP could make sense.
Some are. Others have a point value, like the one from one of my business cards which shows 35K only. Whenever I book a reward stay that costs <= 35K, the option to use it appears. I haven't received the 50K one yet.
