The residual value you cited is only for OC.which T&Cs do not apply to NC, and soon will go out of the window as most OC will expire in about 10 days if not less.
NC has its own T&Cs which you may want to look it up before trying for a cancellation for residual pts. Short answer is NO.
Booking with NC definitely can be cancel therefore "changed" - just go back to read the thread started from a couple months ago IIRC. Someone has posted experiences on cancelling NC reservations ONLINE by himself. The cert returned to his account almost immediately but with the same expiration date.
