Not sure what you mean by "priority." Unless an agent breaks the rule, you're simply not getting on the list. At the gate or otherwise. And NRSA won't clear into premium cabin seats until all waitlisted revenue pax have been cleared. So your issue isn't with NRSA, it's with the 24 hour rule.
I would have called to purchase the ticket and asked the agent who sold it to me if there was any way to list me.
