Simplifying (hopefully not too much) it means they don't want to sell any more / don't have any more to sell of that fare class. So if they are selling business class seats at two fare classes, they might be selling 8 for the C fare (expensive) and only 2 for the I (cheap) fare. When they sell out of the I fare it means they don't want to sell any more at the cheaper price. (And note they they may only have 6 business class seats to begin with, in this example. Or they might have 10. Or some other quantity!) It's quite a bit more complicated than that, so if you have specific question it might be better to ask it.
