I think this OTA rate in euro is all tax and fee inclusive (government tax = federal tax but not municpal tax?) but would like to get good opinions.

yes, always the case in Europe.
Point that out in your claim and calculate the comparable pretax price for them. Every once in a while you get a bad agent who does not get the tax thing ... cancel, rebook and refile in that case.
